you definitely can, sometimes cosmetic tattooing is used on scars to make them blend in with the natural flesh tones.
are the marks dark or have they whitened up? (if they are red still, tattooing over them may irritate them. light and healed should be fine) Vitamin E is not only good for your lobes, but stretch marks also.

now i'm not saying suck it up and accept them (i've got plenty of my own and am not a big fan either) but don't let something like stretch marks stop you from enjoying your life! maybe getting tattooed over them will turn them into a positive instead of a negative
