okay lets say i'm at a 0 and i'm going to a 00 with teflon tape. and after a while i get to a 00

once i hit 00 would i have to wait another month before i start taping again or can i just continue the process and wait another week and put a few layers on?

No matter the method used, healing time between stretches stays the same.  And you need to wait about 4 months between stretches at this size.
